Can u travel from germany to the us. on military orders only if u are a spouse?

Here is a little background. Im a US military spouse. i am trying to get home back to the states. My husband lost mine and my daughters passports. now It has taken over 14weeks to get them and i still have not received them. I do have military orders to leave but does anyone know if i can leave without my passports? or does anyone know where i can find out?Can u travel from germany to the us. on military orders only if u are a spouse?
